you know what else would be cool? if the players in these semi-random teams could only use skills from a randomly selected set that changes every week

How about adding a 1v1 arena with a 2 minute time cap? That sounds much more appealing to me. Healing spells or skills should be controlled to avoid abusive players' stalling, too. This means banning all monk lines, Rt's restoration line, etc...

This wouldn't be fun at all. Most likely there will be a paper/scissors/rock effect where one build is at a significant disadvantage to the other.
Example: A warrior playing against a cripshot ranger. Can't get into range, autolose.
A warrior playing against a blindbot ele. Can't hit, autolose.
A warrior playing against a curse necro. Attacking (and struggling to hit) comes with big health losses.
Caster types in general against an interrupter. Can't cast, autolose.
Etc.
You could run counters to this, but that War (looking at the first 3 examples) is going to sit there spamming self heals, con removal, and hex removal. He couldn't afford to not fill at least half his bar with them or face an automatic loss. Even if he doesn't need them all, he's got nothing on his bar to work with. So basically you can add Warriors, melee in general actually, to the professions that can't play. So no melee and no monks or rits, at least. Sounds like awesome fun /sarcasm.

Ive always wanted this kind of thing where the bars are fixed, then semi balanced teams can be randomly created. RA is inherently frustrating because in gw there are skill templates that can be completely countered by 1 skill, and you would require another player to help you overcome this but that kind of help doesnt usually exist in RA. The more you bring to counter the counters the weaker your bar becomes, as the above poster pointed out.
I know ppl would complain about a boring fixed meta but id rather play a game where my chances of winning are based on player skill rather than playing the lottery with the skills my team and the other team have individually selected.
